Following a series of steps outlined in this guideline, health planners and managers can systematically achieve a well-informed and relevant service plan for implementation, and subsequent monitoring and evaluation. This monitoring and evaluation performed for the plan, in turn, serves as a valuable source of information for later plans, illustrating the cyclical nature of planning.
